《京都議定書》中確立的清潔發展機制（CleanDevelopmentMechanism,CDM）是促進全球可持續發展的一種嶄新機制。它的出現不僅將極大改善全球大氣環境質量，還有利于發達國家和發展中國家的共同發展。全球各類碳基金的相繼成立和中國《清潔發展機制項目運行管理辦法》的出臺極大推動了中國CDM項目的發展。在城市固體廢棄物處理處置領域，填埋氣回收利用，生活垃圾厭氧發酵、堆肥、焚燒發電，污水污泥處理等項目均有潛力成為CDM項目。隨著項目的開展，引進先進的技術工藝，并獲得碳基金的支持，從而整體上提高中國垃圾處理技術水平，充分實現垃圾無害化處理，并具有明顯的經濟效益、社會效益和環境效益。
